He said, the people here has become habitual and calous in asking money from the Mayor that they could not just swallow and follow it.
So for his wife, being Kagawad means less headache, he added.

PEOPLE WILL LEARN
In time, says Poblacion Bgy. chair Engracio Galarroza, people will learn how to dispose their garbage.
In a chance encounter at the gas station this morning, Capitan Yoyong, as he is fondly called, said, they will properly dispose them themselves for that will be their best option.
There are laws that apply when violations are committed so that the people certainly has no choice but abide by them. Garbage will have their proper place, Galarroza pointed out, after they learn.

ONLY ONE RETIRING
It is only he that applied for early retirement, not six as alledged, said Initao Municipal Planning and Development Coordinator.
In a chance talk with him recently here,Galarroza said he felt it right time for him to go and pursue other dreams that he is aiming at, and still for the development of Initao.

Barangay Senalac-A town in the making?
Senalac Bgy. Councilor Roger Janolinor recently informed the observer that the council was told by MORESCO officials that by 2025 the barangay might be one municipality.
Janolino said that their master plan points out Senalac candidate and considering the funds funneled by World Bank there that he said 250k per year and they already have the first release, this coud be true.
He also said the second release is forthcoming and they already have the notice, and that this is stretched to five years, he added.

Garbage Gathered
Last Monday, San Pedro Barangay Chair Karel Carbonilla with some of her functionaries gathered garbage dumped in the vicinity of the national highway within purok 2 that was made garbage disposal site of some residents who are getting identified.
The residents who hired tricycle drivers to dispose them are said just near it and if they fail for some reasons they dump them in purok 5.
At least a functionary said they have identified one. Others she said follow.

Solicitation Denied
Tawantawan Chair Pat Dala said yesterday there was no solicitation from them by the now Mayor Gogoy.
In their Barangay hall, Dala said, he was not asked about it or there was ever like it that all barangay chairs were asked to give one hundred thousand each to help the mayor or who else from what financial mess they may be in this time.
The thing that, that solicitation people say is only grapevine product, Dala opined.

RESIGNATION KNOWN
The actual date of Mayor Alen Caberte-Acain's resignation was August 8, said Ex.Kagawad Pepito Gambe in his home yesterday.
The resignation letter, he said, reached the governor's office that date though she left for Manila earlier than that.
Gambe pointed out the letter content saying that the mayor reasoned she has legal battles to face and does'nt like the LGU dragged into that.

BIG NO FOR MAYOR

SOLID WASTE MANAGEMENT EDUCATION GOING ON
Municipal Environment and Natural Resources Officer Maggie Maghanoy said they are at present on information/education campaign pertaining to proper solid waste management.
He said, RA 9003 is getting implemented here with the barangays doing the right job where the real action has to take place and must take place.
Maghanoy said, Poblacion, Oguis, Calacapan, and now Tawantawan are the first recipients of their campaign, and so far these are getting things done in their own paces.
Other barangays are slated to be informed/educated soon, Maghanoy said. On problems of indescriminate waste or garbage disposal, the barangays see to that, he stressed.

Appointment Papers-None yet
Initao Local Government Operations Officer Amelia Ablanque yesterday said she has not received official papers from the provincial office pertaining to the positions of mayor and vice mayor of Initao.
This was when the Observer asked her about the announcement made by VM Gogoy that the Mayor has resigned and that he is by succession assume that office.
She has not also seen the Mayor's resignation letter, she said. And she presumes those are forthcoming for the mayor's uncle is her Boss and she is expecting these to be on her table very soon.

SAN PEDRO: GARBAGE DUMPING SITE
Even at this time the Observer blogs, garbage dumped at shoulders of the national highway can be seen. Down some canals and embamkments these are there and too many to collect and mind you these are getting very very serious so that every night passing means another sacks of them will be thrown there.
The Chief CVO of the Barangay said, they are trying to identify people doing this, but witnesses are uncooperative they don't tell and keep their tongues tied.
They are monitoring, he said,and is hopeful they will catch garbage dumpers at the right moment. San Pedro Bgy.Chairman Karel Carbonilla said this is indeed one big problem because,she said the town is no longer has a landfill. The Chairman of Bgy.Oguis she added. no longer permit garbage to be dumped there.

INITAO COLLEGE RELOCATED
June 22, 2011 - SB Secretary Sales Janog said students of Initao College at present attend classes in Sherdep building in Bgy. Apas pending availability of the LGU to find a lot for the building that is planned to be constructed as required by the Commission on Higher Education(CHED).
This was for years the college conducted classes in Initao National Comprehensive High School(INCHS).
Janog said they had to find options where to conduct classes other than INCHS for CHED notified them that if there is none available the college must be closed.They accepted the offer of Sherdep,an NGO here that gave them only maintenance of the facility as some sort of rent.

Bgy. Hall Budgeted at 1M
Municipal Agriculturist of Initao Tata Carbonilla said that the new funds allocated for the barangay Hall of San Pedro is one million pesos. It was seven hundred thousand but there was an increase, he said.
"The congressman increased it".
When asked about its construction, Carbonilla said this will be this year not as announced that this will be next year.
Other projects for San Pedro are ongoing as additional school building, road cementing and water pump installations are already in-place and will soon be completed, he said.

Police Chief on-Leave
The Observer was informed yesterday that Initao's Station Commander Police Inspector Ramel Amatiaga is on paternal leave, for his wife had just delivered their first child.
He is out for three days and by Monday, the informant said, he will report back to station and resume duties.

3M Debt Denied
Initao Vice Mayor Gogoy Acain said yesterday that how good is it if true that he was lent three million pesos by someone. This was when the Observer happened to talk to him at the Municipal Hall when he was about to go on official travel.
It was said that Susan Balabat of Tawantawan lent him the amount at the height of last year's local election when the mayoraly was contested by non-incumvents in the persons of Cesar Orquillas and the Vice Mayor's wife Allen Acain.

MRDP-IN WB HANDS
Initao Municipal Planning and Development Officer Ariel Galarroza recently said that the town's WORLD BANK funded MRDP (Municipal Road Development Project) is now in the hands of WB people who are now assessing the required papers submitted to them.
After their approval of those, Galarroza said, they will notify the LGU and WB will publish the results for bidding purposes in newspapers as well as in the internet.
Construction companies, he added, will have been notified and after that, whoever wins the bidding gets the contract as used to be.
When asked what was the final amount approved, Galarroza stressed, he is not sure now.

The Initao municipal chieftain of Higaonon tribe Jake Lundahay yesterday said that the two-day celebration of the tribe last week in Bgy. Sinalac was a success although he said there were some imperfections learned.
It was planned just two days but he had to extend the medical mission Monday, Lundahay said, when they still had more medicines to dispense. At his request of the medical team from the region that they come back, the people were served with free consultations and also free medicines.
The medicines, he said came from NCIP-Manila. And those were distributed fairly to recipients who were in Sinalac to avail the privileges extended to them. He was thankful to all who made the celebration a success. And next year, Lundahay said another one is planned and the preparation will be more detailed and aimed a success as this one.

Situationer
On condition of anonymity, a crime busters' asset recently said criminals are most likely plying their trade alright here for they find the place just right for it. And with almost no one to touch them, Initao, he says may be going on for a very big problem in crime. And here are reasons he pointed out why this is so:

3. Huge revenue is the reason that financed some politicians in the last elections;

As of this writing,the barangay assembly of Tawantawan is still going on with residents there composed of those who came from puroks farther from the barangay hall listening to speakers of various departments of LGU.
When the Observer left the vicinity, Pantawid Pamilya was the topic discussed and those involved were made to raise their hands after getting asked who are those there receiving the benefit.
The previous speaker, MSWDO Susan Dadole talked about VAWC (Violence Against Women and Children). She did some recall on cases about rape,child abuse,etc.
and encouraged victims as well as would-be victims not to be afraid to come out and expose crimes committed against them.

Yesterday in the mayor's office Municipal Chieftain of Higaonon tribe said that Initao Kaamulan celebration will be held in Bgy. Sinalac this coming Saturday and Sunday, that's 16-17 of April 2011.
The theme, Datu Jake Lundahay said is: "Unity,Strength, Empowerment, the rights and respect to Indigenous Peoples Community". A morning parade is said to go through the selected routes in the poblacion and then on to Sinalac on vehicles.
A program is prepared and contests of sorts are also prepared which correspondingly bear prizes to be won. The guest they have, Lundahay said, is from the provincial office in the person of Atty. Ricardo Mateo, NCIP Provincial Legal Officer.

The town's Municipal Administrator Tenyeng Caberte won with a wide margin against the former Board Member of MORESCO, says Dandy Maghuyop.
Over 900 votes, so that Jeffrey Go was dismayed he could not get the position which he vacated after his term was completed and passed it to his brother Dodo Go.

MORESCO BOARD ELECTION GOING ON
As of this time,people say votes are cast for the two aspirants running for the lone seat of Initao, and they say Tenyeng Caberte who has the support of Vice Mayor Gogoy Acain,the locality's political kingpin, is leading.
An opposition supporter said,"pildi na pod ta",in view of the situation where the voters were brought to convene in places as Hapitanan, Sherdepp and Bliss and then were exposed to political influencing talks , plus 5 kilos of rice, etc.

Former Board Dismayed
Former Board member of MORESCO Jeffrey Go is dismayed by what his accusers throw these days in the midst of the recent campaign for the post he passed on to his brother Dodo the last time.
In saying "way nahimo", this people who accuse him are so blind that they cannot see what has the barangays these days enjoy, but the light that reached them in time disproves that, he said.
These lies that their friends and now enemies, he stressed, are nothing but ploys to gain votes on the incoming MORESCO election. Issues that are pure hogwash, Jeff said.

BJMP HAS THEIR CHAPLAIN
SJO1 Ervin Tagocon,officer of BJMP-Initao recently said that they have their own chaplain in the regional office and that things are very well for them and everything pertaining to that function must be coordinated from up there.
When arrangements are made there first, Tagocon stressed, that would be more easier for the local chaplaincy to operate in the jail here.
Their Chaplain in the region,he told the Observer, is Chief Inspector Angelo Durana. And their BJMP chief here is Inspector Grace Manaya, Tagocon added.

In the SB office this morning, Secretary Sales Janog told the Observer that local organizations seeking accreditation must submit to the Sangguniang Bayan the following documents:
1. Resolution or letter of intent for accreditation;
2. SEC or DOLE Registration;
3. Constitution and By-Laws;
4. List of Officers and Members;
5. Financial Report (latest);
6. Accomplishment Report.
All this constitutes being applicant for the accreditation that the SB may award after close scrunity and examination leading to granting it,Janog stressed.

These were what one man told the observer for he was himself who enjoyed those things when there. The result is that the vote will go to the sponsor who people were told came from the candidate.
And he said he is certain the sponsor will win considering the presence of many that came from the barangays.

The election of MORESCO BOARD is fast approaching so that the LGU is so much involved!
This is noticeably visible in the ongoing meetings done in Bgy. San Pedro where residents/consumers from the barangays are convened to woe votes for the administration candidate, the present municipal administrator Tenyeng Caberte.
In these meetings, a consumer who does not want identified said,Caberte candidacy is qualified by supporters and pointed out why he is the right person for the position. Attendees are given free chow, snacks and some few kilos rice at the end when they are about to go home.
They were reminded, he said, that April 2 when the election takes place they vote for Caberte.

Going Through un-Cut Road Link
First Saturday of March I walked three kilometers to be able to pass through a route cut-off for vehicles due to one risky problem of getting undue accidents.
The road from the town of Alegria to Bgy. Alipao was closed to motorists when the eastern approach to the Magtiaco bridge caved in and only the cemented part holding on to the link,forcing authorities to stop passing travelers.
Other passengers rode tricycles especially those with cargoes adding extra expenses to counter delays that haunted them. Their business counts were already altered and that means additional costs to charge to consumers and also most likely minus to their projected profits.
Only light vehicles were allowed to pass through. I reached the city later than scheduled.

NO ONE WOULD WITNESS
People who knew what happened during those moments when Roberto Waga was mauled in Sitio Cogon won't stand witness to the incident for he himself did not report the incident to the police and have himself submit for medical examination.
A witness said that would be hard for him to do that for he has the same surname as that of the one who hit Waga. They are cousins and that is no good for him to do although he was there when Buboy Tacbobo did it.
Waga's son Bernie said his father's watch, neclace and ring are missing. A witness said those were lost when Berto Waga was lying unconscious after the mauling.

TETANUS-CAUSE OF DEATH?
Roberto Waga,67 died recently in the local hospital here in Initao after he was brought there for treatment when relatives realized he needed it but too bad already on an emergency and too late.
People say, the cause was tetanus due to two teeth pulled out after Waga was hit by a fist blow from one Buboy Tacbobo and he seemed not to mind getting infected that he just carried it resulting instead of his early demise.
A witness said that the incident happened last December 26, and Waga who is a relative of Tacbobo did not report the incident to the authorities and also did not avail treatment.

BARANGAY HALL-PRIORITY PROJECT
This morning in her office, newly elected barangay chair of San Pedro Karel Cabonilla told the Observer that a new barangay hall at Bliss will be constructed and the congressman of first district has already allocated funds for it.
Carbonilla reasoned that the present hall is not having the ambiance and access that one should as a public utility office beside being so privately surrounded and seemingly enclosed with not so good a sight to behold.
The new one, she said, will be one so open to the public that people may easily visit. And Congressman Emano allocated the inital funding of the hall amounting to Php900,000.00, Carbonilla added.
