Yesterday at a chance meeting with Ex-Kagawad Belen Saavedra in Poblacion this town, the Observer was told of a two-day seminar for the spiritual government of region 10 that is part of what Cesar Orquillas was called for by no other than the President of the Republic PNOY. He was appointed by the president, said Vimin Lozano who was one of the participants of the seminar in the Orquillas residencein Apas. There were forty of them, and many were from the province of Bukidnon, Lozano said. "Cesar is the regional director", she added.
