Two land owners in which the road for improvement traversed did not sign the waiver, said this morning Initao's MPDO Ariel Galarroza, so that the planned implemetation has not begun.
n his office, Galarroza said that pending those owners' refusal means their men cannot move and they have to find options that may include using police power of the LGU.
They may resort to expropriation proceedings, Galarroza said.
