IRR-COMELEC RESPONSIBILITY

The new law that repelled the last one provides that the COMELEC shall be the one tasked to formulate or make the IMPLEMENTING RULES AND REGULATIONS.Section 8 of RA 10923 says, "The COMELEC shall within ninety (90) days after the effectivity of this Act, promulgates such rules and regulations necessary to implement this Act." This is counter to what Initao Municipal election Officer Ma. Lourdes Toledo recently told the Observer that it is DILG responsibility.
