HERO-IN THE MAKING

Without getting noticed by most of electric consumers of MORESCO 1, a hero, their hero is in the making. We are used to getting exposed to modern day heroes live heroes as ball handlers, cue pushers, racket hustlers, singers-dancers and even drug/war lords have become heroes in this otherwise darkened world. They have become electric to fans who consume what they do-give that they don't mind what the results might be in doing so. Here in MISOR a seemingly one-man crusade against moneyed behemoths in MORESCO is moving on. Getting offered millions to belong, to see the other way, to close eyes yet this man stood and still stand his ground. The bad guys are getting electrified by his resistance that seem to feel short circuited. It is hoped that this man gets supported by consumers who care. Ones who care not getting exploited by the some few. Let them support him the live hero of MORESCO, He is Jun Ramos that some people of MORESCO wants him a dead hero.

MANY BUT NONE TO GIVE COMMENT

Choosing mentally fit people here to make comments on being politically-economically correct is somewhat easier, but the problem is people just don't. They prefer to keep mum and stay out of focus. They belong to the so-called silent and pathetic majority. Initao is not without mentally skilled inhabitants. But staying at the sidelines they prefer for according to some, "paglikay'g bikil". Their participation to community development is only on that of being good observers.

TRAININGS GOING ON

I dropped by yesterday at 4:00pm in TESDA office building in Libertad, and was informed by LGU detailed personnel Mr. Miguelito Dagapioso that skills trainings for local recruits are going on, and this year's quota is getting meet only halfway. The 7.2m building, which houses office and equipment is not so much of a finished project but a total of 125 trainees are going to pass though the required accreditation tests soon qualifying them to be the in the local pool of skilled blue collar candidates to apply for domestic jobs or abroad. Dagapioso said that by January next year, they will be accepting applications for another batch of recruits to be trained with the same skills they offer this year to meet the required 225 trainees. Licensed engineers from TESDA are the examiners and the tests are practically what the trainees went through in their classes of lectures in the morning and hands-on in the afternoon. The skills they were taught are; construction painting, masonry, carpentry, plumbing, welding, electrical wiring,scaffolding installation and tile setting. And supplies, materials and equipment, everything needed for the trainings are available here, Dagapioso said. Most of the trainees are from Initao, he added.

Federation President of Senior Citizens of Initao Willyfreda Echavez told the Observer Friday that she was informed by the barangay council of Poblacion that a lot for senior citizens here is already available only construction of their building is yet withtheld due to unavailabilty of funds to purchase said lot.

NEW LGOO ASSIGNED

The Observer was recently informed by people from the LGU that Initao has a new Local Government Operations Officer. He is Mr. Samuel Mercado. We still have to meet this man, he was not in his office when the Observer got there. From a reliable source, Mercado is nearing his retirement age that he requested this Initao assignment preparing for that. Our source says, Mercado was a law student and was not able to finish it.

LOT NEEDED

They in Poblacion Bgy. council are willing to allocate budget from 100k to 200k if a lot for a building is available, said Engracio Galarroza, Barangay Chair. Poblacion is the only barangay that does not have a building for its senior citizens. Buying on is very expensive nowadays. He stressed that they have problems of alternate or options to pay for one that is non-affordable this time.

JO FOR NINE YEARS

Datu Jake Lundajay,local tribal community chieftain said that for already nine long years now, he is receiving compensation from the LGU as Job Order. Their negotiations with the local government to be given what the national office guaranteed they may be given remain still to be seen by them. He was given an office space alright, a chair, etc. but every time he ask concerned officials about their office, the answer was and has been, "way budget", he said.

UNREGISTERED VOTERS CALLED

COMELEC local office here reminds voters who failed to register with their office are called to visit them. This is to avail of their privilege of suffrage or the right to vote and failure to register means they cannot exercise this. Here are those who may not be able to vote next elections: 1. Voters who were not able to vote twice in a row; 2. Former SK members who reached age 18; 3. those who do not register at all. On those who belong to no. 2, they need to register for they will be required of the biometrics, they say.

SC CONVENTION SET

This afternoon in their office, secretary of the federation Gardel Vilasco told the Observer that a provincial convention of Senior Citizens of Misamis Oriental is scheduled Thursday Nov. 6 in the provincial capitol grounds. All Seniors are urgently encouraged to attend this annual gathering. No theme has yet been known said the secretary. She will yet be informed by the secretariat and sent the program by tomorrow. And if not, the program may be given just there on the ground when all who go there will have their copies, said Initao SC federation president Willyfreda Echavez.

SAME CASE-TWO COURTS OK?

MORESCO 1 Crusader Jun Ramos, says he is accused with same case in two courts, one in Branch 44, Initao and RTC Branch 18 Cagayan de Oro. This was in connection with his head on collision with some of MORESCO's BOARD OF DIRECTORS who, he says, are abusing discretion with regards to funds-on income and expenditures. This is pure harassment, he says.

SC, POBLACION-NO BUILDING

Initao Federation President of senior citizens Willifreda Echavez told the Observer Tuesday that Willy Zalsos SC President did not and is not doing what he should do to avail of the privilege of having a building of their own where they would meet and have their privacies getting held there. This probably due to Zalsos's political stand as an opposition member, she pointed out, that he doesn't go to see municipal officials that are empowered to help facilitate budget disposal for the building. "Poblacion does not have a building while other barangays have", Echavez said.

Elementary grade teacher Charity R. Colenares told parents during a homeroom PTA meeting that her pupils will have a longer weekend for she was scheduled by her doctor to undergo thorough physical exam being diabetic and pregnant. She was out last Thursday and no classes for her pupils and last Friday was Teachers day and the folowing Monday that is today is one Muslim holiday. Colenares reminded parents that their children might go to school-ask for BAON, and just play there instead-not helping parents in their homes. "We will meet on Tuesday", she told the parents.

Uy, this can be utilized to the maximum for their utilization.

SEMINAR COMING

This morning in the Senior Citizens Affairs Office, SC coordinator Earlie Magsayo told the Observer that a wellness seminar will be conducted this coming Monday and Tuesday by German and Canadian Doctors in the Food Court. Magsayo said the general public is welcome and that as vice president of womens' organization here she helps their president in the preparation like billeting, board and lodging. The Initao LGU through Mayor Gogoy provides financial assitance and security of the visitors.

Jorge Quitoriano went around town to find his replacement ar chair of VACC (VOLUNTEER AGAIBST CRIME AND CORRUPTION). In his recent visit with the Observer, he said he needs to pass the responsibility to another for he is very busy with his being radio announcer and as one of the prime movers of SG that Cesar Orquillas is spearheading as region 10 director. They have schedules in the region that needs his attention that being chair of VACC may make him ineffective of his position. The Observer referred him to Roel Arresgado, a law graduate.

If former SKs or voters whose ages have gone beyond 18 years must register with the COMELEC, said the local election officer. Last wee when the Observer was in their office, Initao Acting Municipal Election Officer Lorie Toledo said theses people must register that they may able to vote next election and if not they will be dismayed. "Dili sila makabotar", she said. We already informed everyone that needs to be informed, she added.

SK REGISTRATION GOING 0N

Recently, Mrs. Lorie Toledo, Acting Municipal Election Officer here informed the Observer that they have been accomodating SK registrants since they informed the public about it and that this will be up to the 29th this month and no more. Those whose ages after the last elections and no longer qualified to vote as SK must re-register for they need to have biometrics, Toledo said. While Congress, as known, is still deliberating what is next for SK, they, the COMELEC, she added, must prepare or are making preparations whether there are elections or none at all. "Barangay Captains were already informed", she said.

SITUATIONER

Yesterday at two pm, a vehicle accident took place in San Pedro near the Fundamental Baptist Church. One Raul Rosales, owner of the black pick-up that swerve to the left lane but he steered right-hit a portion of the Yangyang store-that was after its left rear wheel snapped and flew upward nearly hitting them. The Pick-up settled under coco-trees down the right side of the national highway. There were eight of them in that vehicle and good nobody was hurt. The Observer was informed that the local police was notified and was there-asked questions and left shortly. Near sundown the vehicle was removed on tow. The group was on two vehicles from Davao going to Iligan.

SC FEEDING DONE

This afternoon in the SC building, the supplemental feeding for selected senior citizens of Initao was held with the coordination of officers of SC federation led by their President, Willyfreda Echavez. Acting MSWDO Susan Dadole pointed out, the ocassion was a little bit emergency as she was informed just moments the program was about to begin. And Earlie Magsayo said the food and the program as a whole was sponsored by FICCO-NAAWAN. When asked by the Oberver, "ngano diay San, naa malnuourished seniors dinhe?" Dadole did not answer.

PALAGMIN GENERAL ASSEMBLY THURSDAY

With Ex-Kagawad Belen Saavedra, Vimin Lozano and some choice persons will attend Thursday's Palag Mindanao general assembly in El Salvador City to tackle issues among others, the privatization of MORESCO and AGUS , Mindanao's main energy source. Saavedra informed the Observer that people from all over mindanao will converge for one day in the city. And a registration of Php100 will be collected from the delegates that will also accrue to him or her lunch there.

MARATHON TOMORROW

In one of the Observer's visit to the San Pedro Elementary School, Principal Dennis Magsayo was busy yet he was able to answer some few questions asked. He showed me the long finished room that they prepared for the said donation by LBP, sets of computer for their school. Magsayo further informed me that they are expecting to receive said computers in a month, and that in Initao other schools are the same as they, recipients of the same, only they are priority.

Yesterday the Observer heard people saying a man lay dead in Bgy. Tawantawan and that SOCO went there doing their job of documenting, gathering material evidence of the crime which was said summary execution. The victim, it was said was shot at the back of his head and three more on his body, and it was with a caliber .45 as per slugs found in the crime scene. The man was also said bore tattoos; Batman at his back, BM at the front and another at his wrist. People were saying too that a vehicle was seen with four people on board unloaded their live cargo and shot him as he knelt on the gound blind folded and his mouth was tied to keep from shouting. BM is Batang Mindanao as widely known, and throughout the years BMs are hunted down and killed.

IC TRANSFERING?

Recently in her home, Ex LGOO Vimin Lozano told the Observer that Initao College is transfering venue in Initao Central School after given notice by sherdep management that classes there would no longer be held next month. This was the case she knew, Lozano said, after a room in the Sherdep building in Apas was said opened. They were not authorized opening that, she said, so that caused the ire of the mangement. The opening, Lozano said, was said at the behest of the IC's assistant school administrator.

IC NEGOTIATIONS ON

Ex-LGOO Vimin Lozano told the Observer this morning in her home that recently they went to see the mayor in his office. That was about the existence of Initao College that was said facing closure due to unmet requirements. With her, she said, were Ex-SB Ansing Tan and Belen Saavedra and that the three of them had the dialogue on what are the possibilities of preventing that threat and that that is partly solved. When, asked, "What now?", Lozano said IC will not be closed after all. The LGU and other concerned community residents, parents, provincial and district officials are behind it.

CANDIDATE AFTER LOSING WON

A candidate for barangay captain who lost last year's election won. This was after the MCTC Judge Sabrina Lagamon declared him the winner Friday. This was so when Buboy Tacbobo filed his protest over one vote that made the then declared winner and proclaimed here by COMELEC, Eve Sade. MCTC Clerk of Court Melody Monrealmeda said that after the recount and proofs point out votes that should have been credited to Tacbobo, he gained two more votes making him the real winner. The Observer learned that Eve Sade will appeal her case.

SP SESSION HELD HERE

This morning, the Sangguiniang Panlalawigan held session here in the SB session room. Presided by the Vice Gov. Joey Pelaez, the session as noticed went on past twelve and somebody hushed they held the session here for this day is birthday of SP member Ma. Grace Acain. Ariel Galarroza, answered "maybe" when told they may have dinner here in the session room, or in Tillights. Approaches of the municipal hall were filled with vehicles whose owners were provincial officials.

70M ROAD PROJECT HERE BY JUNE

In his office this morning, Initao MPDC Ariel Galarroza informed the Observer that he is evaluating contactors who won the recent bidding to implement the 70 million peso PRDP that WORLD BANK financed. This is as reported, cementing of problem roads in the rural settings of the municipality. Galarroza said, bidding was done 12th March and winning contractors will work on this roads simultaneous in June when awards and fund releases shall have been granted to them. On another development, LGU-Initao must have 30-40 million pesos to finance the construction of buildings for Initao College which is unlikely to happen for another requirement from CHED is the site for the school campus, Galarroza pointed out. IC CONCERN MEETING HELD

A meeting of four took place last night in the residence of DEPED Principal Pio Bagares, said an informant of the Observer. The meeting, he said was about Initao College facing closure. The four, all residents of Initao, took the initiative of making the deal to prevent that from happening that two went to CHED this morning to know why and what to do. In her residence this afternoon, Ex-LGOO Vimin Lozano said that CHED informed them the whys and wherefores of IC. She said that with her friend Ex-Kagawad Belen Saavedra talked to CHED people why the school should be closed and what to do to let it continue. Lozano emphasized meeting of CHED requirements for IC to go on serving the community. Lozano pointed out administrative weakness in running the school aside from above-mentioned problem when instructors resigned after getting their honoraria were deducted and they received less than the contracted amount.

180k SETTLED MURDER

Our source who does not like identified here said 180K was given Wednesday to the heirs of Lucio Paglinawan Sy victim of what was at first hit and run but witnesses said ran over Tuesday night in Jampason by a muslim who was apprenhended in Naawan by authorities. Witnesses said that Sy who was coming home from a barrio fiesta begged for his life after his motorcycle with a carrier was hit and he was thrown over by the road. The muslim veered back his vehicle sensing that Sy was still alive and he was ran over and over and was made sure dead, witnesses said. With the help of the police this was settled with the above-mentioned amount, the source said.

COUNCILORS-NO CONTRIBUTION?

The barangay councilors of San Pedro contributed just minimal to the project of the school that teachers tried to finish before the school year ends, that of building innovation for the protection of computers to be donated to them. This was according to principal Dennis Magsayo who said that only Meshach Magsayo, his uncle, bought and donated sacks of sand for cementing. The Chair Alma Acain facilitated the donation of one thousand pesos of Kag. Susan Balabat. The other kagawads did not, he said. What will finish the project will be the installing of the window and door grills. Magsayo thanks this people who donated cash and in-kind: Macario Tiu-10 sacks cement, Felfrey Tan-P1,000.00, and of course the PTA.

PROJECT-NEAR FINISHED

San Pedro Elementary School Principal Dennis Magsayo told the Observer that their project for the protection for the coming computer sets from LBP is nearly finished. With people in the community helping them, the only ones remaining are the window grills, he said. Magsayo expresed his thanks to parents, others, his co-teachers who contributed for this. Other schools that like them vie for this donation are also making same preparations to have the computers, he said. And they are stalled too due to problems on finances, he added.

SITUATIONER

Someone told the Observer yesterday in San Pedro that the husband of the prisoner-escapee Palin Tacbobo-Ubanan left secretly just a few days after she went her way. The source said she must have communicated with him by phone and he was gone too. The source also said that their children are left and are with the couple's parents here in Purok 4. The husband, the source added, was a tricycle driver and he has not been seen driving for long.

GRAFT CASE-ON GOING

Ex-Kagawad Pepito Gambe recently told the Observer that the cases he filed with the Ombudsman against LGU officials here is moving on as against what people are saying, "wala na man to". Due to this, Peping said, he was driven to inquire and called the Ombudsman's office last week and he was informed about the graft cases development and was given case numbers that I failed to take note. IT'S SHORT CIRCUIT

Just awhile ago in the fire marshal's office, in lieu of the Town Marshal Ransom Roa, it was electrical short circuit said Fire Officer Erfe Branal pointing out the cause of the fire that burned down residential and business edifices at the public market last Saturday. The fire started, Branal said, in the upper portion of the Echavez owned building where electrical wirings needing replacements being already outdated. And this is their official findings, he said, after some preliminary investigations and follow ups they did on what they heard people say that turned out to be having no real basis.

VOLUNTEERS-FEW

The fire marshal's office of Initao is in need of volunteers, this was known yesterday when the Observer went there to get information on the recent fire that hit the town last Saturday. I was informed that only few extended help and they were there in the scene, tried to put the fire out, did their job and that was it. What they accomplished with the office personnel was, what was seen and showed to the public, their performance to get the job done. INITAO OBSERVERS are encouraged to respond to this call and give themselves some service lift.

FIRE TRUCK-THE ONLY SERVICEABLE IN THE WEST

Just awhile ago, the Observer was in the fire marshal's office asking questions and got some answers from people there. According to them the only fire truck serviceable from Opol to Lugait is Initao's fire truck! This is why Iligan fire truck helped much in controlling the fire and no other except of course the lone operational truck we have which tank can contain only 3,800 liters-so insufficient for that kind of fire the town experienced yesterday. Our local fire volunteers did their share here supplemented by Manticao fire volunteers with their ambulance just in case of any emergency. Investigations are still going on and they are closely determining what really caused the fire.

FIRE RAZED BUSINESS ESTABS

Yesterday afternoon, at 2:00 pm fire was still raging at the business section where the Echavez residence and store were razed to the ground. There are yet unconfirmed version which authorities here follow-up as to what is or are the causes that ignited it. This must be millions worth of property and goods lost in one setting. Investigations are on-going and by tomorrow the police and the fire marshal's office may give information relative to this event.

SAN PEDRO SENIOR CITIZENS AT A LOSS

Yesterday in the Senior citizen's building, Initao SC Coordinator Early Magsayo pointed out remiss of San Pedro SC President Victoria Galarroza on reporting. Last year's reports, she pointed out, were not complete and even first quarter this year this is still a problem and this seems not getting corrected by her. And there is that problem on SC funds that she collected from the members that were not returned after she promised to refund them, Magsayo said. It has been known too that the auditor Bebs Montesa has not been auditing funds there since the election of officers last year. Bebs admitted that she had not done so last year even this last three months for being so busy. She is the current barangay secretary of San Pedro. This confirmed what the treasurer Fredis Tan who told the Observer that Montesa did not make any audit since she became auditor.

OBSIOMA HAD HIGH BLOOD PRESSURE?

This morning at the junction road for Kamelon, at the corner, the IC administrator Rodenio Obsioma was talking with a co-employee that the Observer went to talk to him. But after a handshake and introduction someone at the back quipped that they are resting Obsioma as he sits there. "Nalipong na siya pagkanaug sa truck". I withdrew and left bidding him seeing another day.

SITUATIONER

Recently, a member of Initao police force told the Observer that peace and order and investment go together. And he went further explaining that if one is absent from the other, there is no success of a place on developing it economically. Although he is not an Initaonon, he pointed out care and concern for this place. And his recommendation is that leaders here should take note of places that economic boom is the experience.

SENALAC IS OK

Senalac Barangay Captain Jovenciano Saluna who ran unopposed last year's election told the Observer yesterday that up there in his AOR is peace and quiet. No peace and order problem. They have good information network that anything considered threat to that will be known by him and his companions in service.

PROJECT NEAR COMPLETION

In a chance encounter with Mr. Dennis Magsayo at the Public Market yesterday, the observer was informed that the school project of innovating a room for the computers to be donated by LBP is about to be finished considering people helped in the forms of cash and in-kind and get it done. Magsayo said that Mr. Felfrey Tan who is in Saudi called by phone and assured him of contribution that will cap said project. "Nagkaestoryahanay mi ganina", he said.

PROJECT-LACKS MATERIALS

Their project of protection and safety of the computers to be donated to them by LBP lacks hollow blocks and steel bars, said San Pedro Elementary School Principal Dennis Magsayo. This afternoon in the school, Mr. Magsayo showed the Observer the place they planned to innovate, and the donated sacks of cement that Macario Tiu sent to them. He said, they are hoping though and expecting people to help them bail out from this problem that needs urgent and immediate attention.

The former Initao BJMP Chief Grace Manaya is assigned in their regional office, said this afternoon her replacement Jail Inspector Carlo Obrique, who said he is an Initaonon and a resident of barangay Gimangpang. Manaya, he said, is undergoing standard administrative procedures for what happened here when prisoner Palin Tacbobo-Ubanan escaped with cash provided by her but intended for food of the inmates and personnel. INITAO VIRGIN OIL GOING ABROAD

Production of virgin oil here that has been stalled for months when their chief production manager died last year, is now on again, said last night Engr. Edgar Buhian owner and financer of the venture when the Observer inquired about their project. They have now the son of the man that died, and they take quality as priority for the oil they produce is for export, Buhian said. "Hinay hinay pa pero kanunay". They still lack some equipment that acquiring is one problem, he also said.

In their coco-station in Bgy. Apas yesterday, Municipal Councilor and Initao Agri-Committee Chair of Sanguniang Bayan Penny Buhian said, "Two Hundred Fifty ra jod". She was referring to what the now SB approved budget for agriculture. This was when she responded questions why this was not budgeted for years since the last SB. "Tinoud jod na," she said. FUNDS PROBLEM GETTING RESOLVED

San Pedro Senior Citizen Vice President Avelino Habagat told the OBSERVER that due to questions outside about funds being abused have been attended to. In the group's meeting late last year they scrutinized fund flow, and together with Harry Bagares, Habagat questioned the officers involved in the releasing of funds drawn by the president. They knew there were expenses alright,he said. But that must be cleared for the satisfaction of the members, and on the 19th, Habagat continued, and the group's monthly meeting they will try resolved the controversy.

WHY CORRUPTION IS LEAST TOPIC

From former PACD pioneer Pacquito Alavanza's experience in the field with the government, he concluded that corruption is already an ingrained commodity in the Filipino's person. What he stressed out was that every inch of the Pinoy is corrupt that Senator Miriam Santiago's Kliptocacy reference was only a bit of the whole being. "Sa kamot ra na", he said. And corruption is rarely a topic here until Pnoy's "Daang Matuwid" and "Kung walang korap walang mahirap" were pronounced. Why is corruption one least topic discussed? Alavanza's seeing eyes have already arrived magnification of corruption that he seemed to me, in resignation his conclusion was that corruption is nature! And he was just short saying that everybody is plagued of it. People dodge this for at the back of their minds is the realization they are sick with this and they are simply corrupt. From where corruption came? We will know.

The siblings of Escolastico Ratunil and Maria Conog made their reunion this 9th February 2014 in Lim's Beach, Bgy. Gimangpang,this town. Attendance was low, said Clan Assistant Researcher Melody Almeda, "Tungod sa kaapeke sa panahon", she said. The program was started at already eleven. Participants were exposed to just simple presentations as singing, and they were informed of their ascendants by those assigned. Names were exposed and descendants knew who their ancestors were. And they are preparing for their Grand Reunion this coming May, Almeda said. Also according to her, they did not elect officers, incumbents are still new and they will go five years in their positions as agreed by them, she said.

PCs FOR SAN PEDRO EXPECTED

In a meeting this afternoon with the GPTA, the Principal of San Pedro Elementary School Dennis Magsayo announced that 300k worth of computers are about to be given to the school. And that he said, what is required is the PC room the GPTA must prepare soonest to qualify receiving them. The Room must be secured that the computers may be safe from thieves, and concreting parts of the room is necessary, he said. Magsayo urged the parents to make do with what contribution they can give for the realization of this opportunity that needs not pass by. Yesterday, 03 February 2014 at 1:35pm, along Osmena St. in Cagayan de Oro, I was flagged down by traffic enforcer Arniel Salon who told me to move roadside of Hayes St. the motorcycle I was riding. I asked him what for? He said I was running counter to NO ENTRY section and he issued me traffic citation ticket. While he was writing, I asked him, "Nganong wa man nimo dakpa tong gisundan nako nga puti nga awoto?", Salon answered,"Sa ako na tong mga kauban." I went to RTA office after his direction and knew that I have to pay 1500php for the traffic violation. I thought I was not entering a ONE WAY section, I was behind a white car. This traffic enforcer was violating traffic rules too by singling me out and letting the driver of that white car go away. And he thinks he can go away with this!

Initao ex-kagawad Belen Saavedra paid a visit to the Observer this afternoon and gave information on diggings done in the catholic cemetery here that is said for treasure hunting. She said she went to offices as the MHO, IPO, the Mayor's Office, and the office of the barangay captain of San Pedro to follow-up what she reported to them last January 3, that people who do not possess permit for the diggings, are even today continue to make their dig even more-that when she visited the graves of her relatives there, it stinked and she nearly vomited. "why is there no one arrested?", she complained. She said she overheard a police officer saying that people were already summoned but released. Saavedra said they were not told to sign papers for them to stop the diggings. "They must have protectors".

BALURAN DECLINED TO COMMENT

In his home this afternoon, the Observer was given the chance to ask ex-budget officer of Initao Rudy Baluran some simple questions about the town's current events. what he did was to excuse himself from controversies that may arise if he extend and give his opinions on topic as being politically correct. People say that a prisoner of BJMP here, one Palin Tacbobo-Ubanan, resident of Bgy. San Pedro who was arrested drug pusher, did not go back but escaped with ten thousand pesos intended purchase money for food of BJMP personnel and prisoners. He said that these have been there quite a long time already and it aggravated after the May election to be accurate. A taxi driver confided to the Observer that the local hospital of Initao is notoriously known for questionable under-services that he stopped bringing any member of his family there whenever one of them gets sick. This is because, he said, he had to bring her wife to Manticao after he felt bad what attitude employees of hospital showed them. REPORTING-UNCOORDINATED

Earlier this afternoon in her office Initao BJMP Chief Grace Manaya lamented that due to the absence of good coordination between them and the Rural Health Officer, SOCO came to investigate on the case of a prisoner who was said died after getting mauled by guards. Under the shadow of suspicion, Dr. Sarah Jane Lagamon at first did not readily signed the death certificate of the victim until her condition of Medico Legal gets conducted. "Nianhi unta siya dres amoa, duol ra man kaayo", maistoyahan unta, Manaya said. We know our responsibility of taking care of our prisoners, their rights for us to protect and what else. What happened was that people also suspected us of foul play, she stressed. They were exonerated when SOCO reported favorably for BJMP.

WHY CORRUPTION KILLS

If the pork barrel scam exposy shocked us, and Yolanda's show of force left us with questions asked, corruption should awestruck us more. Here's why. 1. Corruption is politically lethal; 2. It is economically undermining; and 3. spiritually destructive. Where in the world we go to prove this? The Bible is the best source of proofs that this is so. But if you choose "The Decline and Fall of the Roman Empire" by William Shirer, you'd glean valuable proofs to ponder there. But the Bible points out the destruction of the twelve tribes of Israel, the so-called Chosen People of God. What remained is just Israelis, remnants of two tribes of Benjamin and Judah. And what remained of their promised land is just what this people now occupies. Larger portion of that are and have become Arab lands. Because corruption is one spiritual disease, it is more lethal than physical. It kills the spirit in you, your passage to eternal inheritance with God. And when your spirit dies, your body dies with it. You'd be twice dead!

BIN-NOT EFFECTIVE

last week, in his office MPDC Ariel Galarroza said that crime prevention concern is most answered if the barangay information network(BIN) is to be utilized. But because of being "parochial", he pointed out, this is not so. Being parochial means network members are relatives of politicians and are vulnerable to having blind eyes and deaf ears! They may be seeing and hearing crimes committed right on their very noses but they won't report or testify, rendering BIN ineffective.

BARANGAY OFFICIALS LOOK EXEMPTED

Yesterday in the local Office of the COMELEC, the new Initao Municipal Election Officer Ma. Lorie Toledo read a COMELEC en banc resolution that elected officials from up down to municipal level are subject to fines of one to 30 thousand pesos for failure to file their election expenditures as required. It may be recalled that last year, COMELEC Chairman Sixto Brillantes told the press that those who failed must stepdown from their occupied positions but over-ruled by the Supreme Court. Toledo cited the exemption of barangay officials from the ruling. But if there are complaints, she said, these will be treated by the legal department of the COMELEC central office.

ABC MEETING KNOWN

Association of Barangay Captains meets second Tuesday every month in SB Session Hall said yesterday Poblacion BC Engracio Galarroza. He told the Observer that formerly they met twice a month but this newly installed officials after the barangay elections agreed to meet only once. This time, the following are the new ABC Officers: President-Guiles Waslo, Vice-Hadie Acain, Secretay-Carlos Balabat,Treasurer-Alma Acain, Auditor-Eve Sacay.

REPORT- DISPROVED

INITAO, MISAMIS ORIENTAL-The said ten year absence of municipal agricultural plan for Initao is not true, said this afternoon AGM2 Eric Capinpuyan. He told the Observer that they in the Municipal Agriculturist office have been submitting this annually and that for this year 2014, he was the one who prepared and submitted that sometime October last year. And that they were since receiving provincial and regional support for their local programs and projects. What is true though, Eric emphasized, was the LGU's sin of omission and commission in providing and allocating funds for their local agricultural programs. Last year, he said, only 50k was allocated for them and this was not enough even for their animal health or for the livestock program. "what about for the crops?", Eric asked. They have files in their computer that they have not been remiss on what was and are required of them, Eric said.

PRISONER-NOT MAULED

This afernoon, in the office of the local BJMP, Grace Manaya's assistant SJO2 Kirt Pacana told the Observer that prisoner Ronito Labadan was not in any way harmed by guards as reported he was. This was corroborated, Pacana pointed out, with SOCO's findings when the Municipal Health officer at first refused to sign Labadan's death certificate. SOCO reported no foul play, Pacana continued, and that not even a single pinch was found done, he said. Their investigation report says that at that instance, when other inmates noticed Labadan had the hard time breathing, the guards brought him to the nearby hospital but declared dead on arrival(DOA) by the attending physician Dr. Anthea Tamundong. The official report reads, "due to cardio pulmonary arrest secondary to congestive heart failure to coronary artery disease".

INITAO HAS NO MAP

Seven years ago to be exact, in 2007, the then SP member Pepito Gambe revealed during the May election campaign that Initao has no Municipal Agricultural Plan. It seems people, particularly farmers/voters were not able to hear him! The revelation was seemingly nothing to them that largely even today, Initao does not have it! This was confirmed by no other than the Municipal Planning and Development Coordinator Ariel Galarroza who told the Observer that of his consolidated planning for the municipality, none for agriculture. The Municipal Agriculturist Tata Carbonilla for ten years did not submit one, he said. And that of the province of Misamis Oriental only Initao does not have and did not submit the Municipal Agricultural Plan, Gambe said. When asked, "Unsa may alas ni Tata nga gipasagdan man niya na ug ang mayor wala man maggunok?" "That is between them", the MPDC answered.

SPIRITUALITY-BASIS OF GOOD GOVERNANCE-II

Initao Ex-town councilor Belen Saavedra cited spirituality as basis for good governance and that with this, she said, a leader can be politically correct. Not only this but socially, and economically, she pointed out. This is because, she continued, a leader will make God the center of his leadership. And when this is in-place, automatic other considerations fall in line, she said. "Do you know why I get myself involved in the community? I am already 73 years old and this is my last hurrah". She likes remembered doing good things for her town when she leaves.

SPIRITUALITY-BASIS OF GOOD GOVERNANCE

This morning, in their home, 73 year old and Ex-town councilor Belen Saavedra told the Observer that when leadership is spiritually based, comes proper governance,one that is "for the people, of the people and by the people". This kind of governance, she continued, is an enlightened one and the leader is also one that is politically correct. None can be like this if a leader is like what we have these days when administrators are lords and the people servants. There is that need to establish moral infrastructures to reverse this kind of leadership, she said. "We need social transformation with spirituality as basis". For if the leader doesn't have this, he is surely ridden with pride, greed and self-denial is absent, she added. Asked,in the scale of 10, how she rates Gogoy as administrator, she gave him 6.

POLITICALLY CORRECT-WHAT?

If a leader gets 80% of his prowess as manager of say, local governance, he must be politically correct! This is the opinion of Initao's Municipal Planning and Development Coordinator Ariel Galarroza. In a semi-informal talk with him yesterday in his office, he pointed out to the Observer things a local leader should attain as he or she does the tasks of on-job exposure to please not only him/herself but his constituencies. He must be adept to things like administration, human resource development, fiscal management, plans and programs implementation, etc. It is hardest on the impelementation aspect, he said, for it is here that most administrators fail or get some kind of failure.

FOOD COURT OCCUPIED

Spaces of Initao's newly finished Food Court that was originally funded at .5M has been granted to privare businessmen and although it has not been fully occupied by them, it is said that it is already full, only some still wait to have their debt balances get settled that their spaces get serviceable to the public. As of this writing, the court is still a wide space with vacancies to fill. It has two wide flat TV screens that get your attention while you eat your snacks or regular meals. MPDC Ariel Galarroza recently said that the actual over-all funding of this building may be known from Acting Municipal Engr. Russel Bangalao.

GOGOY GRADED

Like pupils and students are graded according to their performance in schools, administrators are either openly or otherwise graded by people who know them. And this morning the Observer asked the Municipal Planning and development Coordinator of Initao how would he grade the Mayor in the scale of ten. Mr. Ariel Galarroza though reluctantly give Mayor Gogoy the following: 1. Human Relations-10 ,2. Administration-8, 3. Human Resource Management-6,Environmental Concern-5. When asked why he gave him 10 to human relations, Galarroza reasoned, "manggiluy-on". When reminded that this kind of unbalanced human tendency recoil with negative effects as mendicancy, he answered, that by telling people not only to give fish at times but teaching them how to fish that they may have fish all the time, there can be some change.

GOGOY-COMING HOME

The mayor is definitely coming home after spending the holiday seasons with his wife in the states, this was what a local officer said in his office this morning. By next week or maybe tomorrow, he can be here,he said. People are expecting him and that there are things to be done that need his presence. He will be here in time, he pointed out.

CABUNOC RETIRED

Dina Cabunoc has retired, this was known by the Observer when in the COMELEC office this morning. Her retirement was effective the last day of last year and her replacement also took over that position she left, that of Municipal Election Officer. According to our source, the new MEO is Ma. Lourie N. Toledo, from Cagayan de Oro. And effectivity of her assumption of office was January 1, 2014.

300 MARK PASSED

December 25, 2013 marked the day when the 300th applicant for membership to Initao Observer was approved. And it's still growing, other Initaonons are still applying. This could reach 500 if interested and concerned people from this place will participate in the political, economic and spiritual development of Initao. These cannot be done by one man but by the collective efforts of Initaonons that have the vision to change what need to be changed. SHALDY TOO is the 300th and Blessel Mordeno Sobremonte was the last applicant for 2013. She applied 31st and last day of that year. From the first day of this year, five more applied in addition to that. all in all there are now 310 IOs.

TACLOBAN TRIPPED

With Morex last Sunday the 29th December 2013, the Observer motored the route to Tacloban City via Benit, San Ricardo. That was a two hour run being first timer and familiarization of the 104 kilometer distance from where the roro embarked. After jogging the San Juanico bridge for 15 minutes and upon return to Surigao City the next day, a cousin asked, "How is Tacloban?", my answer was this, "It is a picture of devastation, an illustration of death and destruction". Advent Christian Pastor and Mrs. Jesse Cases pointed out buildings and places where dead corpses were uncovered. Pastor Jesse agreed that it was "water baptism" for Tacloban and he said it is now a "new creation, or/and open city". Reconstruction and rebuilding are underway.
